Below is information pertaining to the vacancy posting for the VR
Counselor-Certified I position in the Elizabethtown office.  This is the
position which was left vacant by the recent resignation of Deanna Doll.

Characteristics of the Job : As a Certified Rehabilitation Counselor (CRC)
demonstrates proficiency in providing rehabilitation counseling and caseload
management oversight for persons with disabilities seeking gainful
employment. Functions under limited supervision as a vocational
rehabilitation counselor to insure consumers receive appropriate guidance in
highly specialized rehabilitation areas; and performs other duties as
required.

Minimum Requirement - Experience : Must have one year of professional
experience in rehabilitation counseling.

Description of Job Duties

A Certified Rehabilitation Counselor (CRC) demonstrates proficiency in
highly specialized rehabilitation counseling and caseload management
oversight for consumers who are blind or visually impaired, who are seeking
gainful employment. 

This position collects, evaluates and interprets medical, psychological,
vocational and other reports to determine eligibility for services for
consumers; coordinates services with other professionals and partners;
conducts assessments to determine services needed for consumers to prepare
for, engage in, or retain employment.

This position will work with employers in highly specialized areas such as
job development, job analysis, and follow-up services; assures job placement
is consistent with consumers' unique strengths, abilities, specialized needs
and interests; and coordinates coaching or other services from
professionals.

This position will plan, organize, and manage the delivery of services bases
upon assessments, vocational counseling and goals and Individual Plans for
Employment (IPE) that is developed with the consumer. This will include the
assessment of the need for rehab technology.

This position will also manage caseload budgets to ensure expenditures
adhere to policies and allowable services fees. Develops and maintains case
documentation; prepares correspondence; interprets and applies agency
policies and procedures and the state and federal laws. Consumer information
is entered into the Case Management System (CMS); and travels throughout the
region to provide services to consumers and resolve consumer complaints.
These counties include; Breckinridge, Green, Grayson, Hardin, Hart, Larue,
Marion, Meade, Nelson, Taylor; and Washington.

This position develops referrals; performs basic public relation functions,
and works with service organizations, schools, and develops resources
working with service organizations, schools and physicians to provide
services to consumers. Performs other duties as assigned.

Job Group :VOCATIONAL REHABILITATION

Typical Working Conditions: Work is performed primarily in an office
setting. Occasional travel will be required to coordinate services between
customers and the agency.

Additional Requirements :

Upon appointment, employees in this class may be required to maintain a
valid driver's license and required to drive a licensed vehicle. This status
may be necessary for the length of time in this class. If this is necessary
it will be listed in the specific position description for that position.

a drug screening test and background check. Applicants and employees in
positions which perform job duties that may require contact with offenders
in the custody or supervision of the Department of Corrections or with youth
in the care, custody, or supervision of the Department of Juvenile Justice

Act, 28 C.F.R.115.17 and 115.317.
