Our 2020 Kentucky Legislative session is about to begin. This means it is
time for us to begin our work on our Parent's Rights Bill. We are asking
each of you to contact your State Representative and encourage him or her
to support BR (Bill Request) 856, our Parent's Right Bill. This bill is an
act relating to preserving families that includes a parent who is blind. It
defines terms, establisnhes rights, and protects the rights of blind
parents and prospective blind parents. This law will protect us from having
our infants taken from us at birth by hospital personnel or social workers
simply because they do not believe a blind person is capable of caring for
an infant. It will give us an equal opportunity in the eyes of the law when
we choose to addopt or foster children. In custody cases the person bringin
allegations against the blind parent must be able to show just cause as to
why the blind parent is not capable of raising children. Blindness in and
of itself will not longer be considered a substantial reason for denying
custody. I have included the link to Resolution 2019-01 Regarding

questions we get with one another on the list. I can tell you that my
Representative, McKenzie Cantrell is the sponsor of this bill, and she is
very supportative. This is the thrid year she has introduced this piece of
legislation. We are hoping that the third time will be the charm.
