[NFBMD-GPGC] Announcements to the listserv

I didn't send this with a proper subject line, so here is how we should
handle announcements about events not sponsored by the NFB.  If they are of
interest to blind members of the chapter, we let people know about them.
Events announced on the listserv should be open to the public or at least to
a large subsection of the blind community, such as DORS clients.  We should
send announcements out usually no more than twice-once as early as we know
about them and once closer to the event.
