[Nfbmd] question: cars for clunkers

Hi list, 

I have been wondering about something about the cars for clunkers
program. If the program says that a person could trade in their noisy
cars to a quiet car and the roads may be more dangerous for us. 1
billion dollars have helped 142000 cars to be replaced. If Congress
approves 2 billions more what will happen.
