Documents to bring with you to your appointment:
*          Last year's Federal and State tax returns
*          All W2s, 1099s received for the year (interest, dividends, pensions, IRA disbursements, stock sales, etc.)
*          Social Security or Railroad Retirement statements
*          Social Security cards, particularly for children
*          Knowledge of stimulus payment for last year (the amount)
*          Basis for any stock sales (purchase date and cost)
*          Alimony received or paid for the year
*          If " Married Filing Separately," spouse's SSN and knowledge of whether spouse is itemizing expenses
*          Concise list of expenses if you wish to itemize
*          Property tax records
*          Estimated tax payments (Federal and State)
*          Photo IDs for adults
Our tax counselors are volunteers who are trained only to do simple returns.  Therefore, we do not handle returns involving businesses with employees, K-1s, rentals, or "extensive" list of stock sales.

FY09 TAX PREPARATION Guidelines
 
 
 
Tuesday evenings by appointment only. The Center will close at 4:00 pm and reopen at 5:00 pm for Income Taxes only.  
 
 
 
ELIGIBILITY:
 
Must have low to moderate income.  Maximum income no more than $42,000. Does not matter how many members in the family.
 
1.     Do not have business income to report (for example: people with home businesses, taxi drivers, cosmetic sales, etc.).  The cost of tax preparation is a legitimate business expense that can be deducted.
 
2.     Are employees or self-employed persons with self-employment of a non-business nature, such as domestic workers, construction workers, etc.  Self-employed persons should bring in their records in an organized form.
 
3.        Do not have rental property.
 
4.        Reside in Montgomery or Prince George's County.
 
5.        SNOW - BAD WEATHER POLICY:  If public schools are closed, or close early, the Tax Program will also be closed.  If evening activities at schools are cancelled, the Tax Program will also be cancelled.
 
6.        Please do not bring children when possible.

MAKING THE APPOINTMENT
 
Ask the taxpayer if we prepared his/her return last year.  Note in appointment book.
 
Tell taxpayer what dates and times are available.  Fill earliest hours first, if possible.
 
Ask how much customer earned during 2008 (rough estimate is okay).  Check guidelines.
 
Ask which year(s) the taxpayer needs to file.
 
Explain that taxpayer cannot have rental property or a business.  (Self-employment is okay as long as it is simple, such as domestic workers, day laborers, etc.)
 
Make appointment using full mailing address since we will be mailing a reminder letter.
 
Ask taxpayer to bring the following to their appointment (if applicable):
 
Photo ID for taxpayer such as passport, US Drivers license, State ID card, Military ID card or School ID.
 
Proof of Address such as driver's license, utility bill, lease or mortgage, bank statement etc.
 
Social Security cards or Original ITIN card or letter for self, spouse and dependents.  If any of these people do not have a valid SSN or an ITIN: See ITIN Guidelines.
 
W2 or 1099 Forms for ALL jobs.  If W-2 forms have not been received, the taxpayer should contact the employer and request a copy.  (Make sure employer has the taxpayer's correct address!)  If it is impossible to obtain a W-2 form, the taxpayer should calculate as best as possible the amount earned.  Pay stubs are very helpful in calculating the amount of earnings, taxes withheld, etc.  If staff could help taxpayers do this prior to their appointment, it would be very helpful. 
 
Taxpayers who are self employed but do not receive 1099 forms or other written statement from their jobs need to calculate how much they have earned during the entire year from all jobs and bring the information in writing. See Self Employment Guidelines.
 
Statement of Unemployment received in 2008
 
2008 Interest income for ALL savings (1099-INT) Banks often include the 1099 information as part of the December bank statement.  A letter from the bank is also acceptable.
 
Copy of 2007 income tax return

Have this written down all income, preferably by month:

*        Who paid them
*        Miles or transportation cost

INDIVIDUAL TAXPAYER IDENTIFICATION NUMBER (ITIN)
 
 
1)  IRS has changed the procedures to apply for an ITIN.  
 
Each applicant MUST demonstrate a federal tax need in order to qualify for the ITIN.  
 
This means that most applicants will need to send their Federal income tax return with the W7-Application for ITIN.
Each person and each dependent must apply for an individual ITIN number.
 
2)  TESS VITA Program Procedures for ITIN Applications
 
Taxpayer makes appointment for TESS for tax preparation at the TESS Center.  The preparer will fill out the ITIN application along with the tax return.

What is an ITIN?
 
An ITIN is an individual's taxpayer identification number that is assigned by the IRS (Internal Revenue Service) if you are a resident alien (have lived in the US for more than 181 days of a tax year) who is not eligible for a Social Security Number.  It is also known as "Tax ID number". 
 
How do I request an ITIN?
 
1. Prepare the following documents:
A.	W-7 Form
B.	A notarized copy of your passport
C.	Your tax declaration (1040)
**In general, you will have to wait approximately four to six weeks to receive the letter with your ITIN.
 
Dependents:
In order to declare your dependents (spouse, children), you must request an ITIN for each individual.  Send a W-7 form and notarized copy of the passport for each person along with your tax forms (and your W-7 and notarized copy of your passport) when you mail them to the IRS.
