Actually the rehab act does provide for the establishment of Client 
Assistance Services and a system of Protection and Advocy. And it 
establishes funding through the u.S. Department of Education foand other 
federal departments for funding. M PAS has indeed applied for these grant 
funding on both long ago.

Now, the performance is another issue. But, again let us remember that a 
part of the RSA monitoring and state plans for that matter requires CAP 
remit information related to due process process procedures even informal 
ones....

Those are in the annual reviews as well on the RSA monitoring web site for 
both MCB, and MRS....
