The biggest thing that sucks about this and I'm trying to be kind is:

-It is combined with the abuses of MRS unlike other states that have 
seperate reports when they have separate agencies

and...most importantly...

- it only goes through fiscal year 2008 while we're going into fy 2011

Yet, that said it is a devistating critique of both MRS and MCB...simply 
devestating and I don't know why Cannon doesn't resign in the wake of this 
scandel. Our figures show that by their own admission things have gotten 
worse, much worse since FY 2008./...
