It's a rather complicated issue Phyllis, but I beleive there are 
requirements under new FCC regulations and the Twentieth Century 
Communications Act here.

Personally I'm working on so many access issues that I simply don't have the 
time to work on this valid issue extensively.

But you have some very valid points.
