Again please note the motions passed by the dually constituted Michigan commission for the Blind board as of September 18, 2011 almost one month ago.

Now, this board is constituted by the Rehabilitation Act of 1973 as amended and by Public Act 260 in accordance with said law and others. the commission runs the agency and not the other way around. We the taxpayers and citizens of the State of Michigan and the United States of America run this commission and other state agencies including LARA and not the other way around.

Again the MCB Board voted for by-law changes almost a month ago and this is a simple, documented straight forward fact of the matter.

These documents related to changes should be forwarded to all relevant state agencies, internally, to the MCB board itself and to the public in a timely and accessible manner.

Frankly, what kind of pure bull hockey is this anal sort of power play anyway?

Is it because of resistance of all plutocrats that agencies in this government do not wish to bend to the law and to we the people or is it a matter of fact that since citizens who are blind or otherwise disabled that we get this type of treatment over basic information requests which should be made pro forma over and over again, and that we are constantly denigrated in these regards as sub standard citizens? Either way this response is anti-democratic and demonstrably discriminatory in fact and deed and in gross violation of the Michigan constitution, the Michigan Open Meetings Act, the Michigan fOIA, the Americans with disabilities Act, and the Rehabilitation Act of 1973 on many counts.

Now, Ms. Haynes as sorry as I am to say it you will be a party to all suits and you personally will be gone after pursuant to violations of 42USC1983 for your role as a state actor in known violations of known civil and constitutional rights if you do not remit in a timely and accessible manner this and other documents requested in accordance with said laws and obligations.

If your superiors have caused you to engage in these unlawful and illegal and discriminatory behaviors you have a sort of "safe harbor" with your union representatives and with civil service personnel, and in fact you have protections under both state and federal "whistleblower" laws.

Don't let these scofflaws throw you under the proverbial bus with their directives in known violation of civil rights laws.

Regardless, after this message and your due notification you must be notified that you personally can be cited for civil rights violations which are actionable and again because you've been notified of obligations over and over again, and thus if civil rights violations persist it must be construed to be not only deliberate indifference to known laws but with malice of forethought and thus intentional civil rights violations.

As an advocate for people with disabilities I know whereof I speak here. And as a former union, inincluding AFSCME representative I know whereof I spspeak here as well.

I've fought for in the past and I'm fighting for in the present matter the rights of unionized and civil service protected employees who other governmental personnell in the trenches contrary to the myths and perceptions of the likes of Pat Cannon state the likes of me are fihting agains whilst he has tried and in documented fashion tried to suborn all civil rights including thos of people with disabilities in documentable fashion. If he has forced the likes of goodly and performance objective likes like you, Ms. Haynes. to try to suborn rights of all of us to his will then fess up. We the people and the public record will protect you. If Cannon thinks these words might be even in the least defamatory and I'l let this semi-illertate son of a gun look up that literal deffinition then I invite Mr. Patrick. D. cannon, documented mass violator of the ADA, 504, the Open Meetings Act, the Michigan Freedom of Information Act and countless violations of Michigan and Federal and State conflict of interest laws to sue me openly in any court of competent jurisdiction with or without his usual state of Michigan supported attorney general assistaents for defamation.

I sincerely hope he doesn't wrangle you Ms. Haynes into his personal and most conflicted and purely selfish stuff in these regards.

Regardless rights are rights. Civil rights are civil rights. all are bracketed by the rights of the general public in this democratic-republic and by the rule of law over the rule of man.

The best rremedy in my not so humble opinion is to simply do the right thing in both the moral, legal and ethical context and to simply remit the documents requested.

It frankly ain't no big deal, except that some powers that be wish to exercise their power over the populace whilst getting big time bucks from we the unwashed masses.

Rhetorcial assides give up this and other requested data in accessable form and a timely manner or suffer the inevetiable consequences.

I am out of patience and I am out of so-called goodwill.

I'm fed up with the rampentlawlessness of MCB, you and all parties involved.

I do not expect that I would be treated this way by a street criminal madame.

And I will not be treated this way in any form by a state actor.

Sincerely,

Paul Joseph Harcz, Jr.
