Note in all the e-mails between RSA and Zimmer and other state actors there were no stakeholders involved and even for the most part VR staff including Cannon and Porter (MRS) were out of the loop. Yet, these non-VR actors including Zimmer were involved in this and in the illegal EO and that includes tthe following from the Governor's Office itself:
