Mike, you really should contact the National office of the National Federation of the Blind.  Their [hpone number is 
410-659-9314. 
You can hit 0 at the menu and ask to speak with someone about Social Security.  I mean, lots of folks have  issues with SSA, but this  one is really unbelievable in 2012.  I thought that we were at least beyond the place where people did not believe that blind adults could manage our own finances.
