Here's another state office building to be used for public hearings and in daily use which to this date does not meet program access requirements let alone requirements for accessable public hearings relate to requirements long standing:

Survey Building #34
The Escanaba Building, also referred to as the Escanaba State Office Building, is located on the
Southwest corner of Ludington Street and 3rd Street in Escanaba, Michigan. It has two floors that are
accessible to the public (1st & 2nd Floors). The following is a list of recommendations made by Integrated
Architecture and Superior Alliance for Independent Living after surveying the building in order to address
barrier free deficiencies.
These recommendations are divided into two categories: items pertaining to the code, and items that are
not specifically pertaining to the code but are recommendations made as a reasonable measure of barrier
free accommodations. The only hierarchy in the items listed is that the items in bold have been identified
as the most urgent priority.
Accessibility items specifically related to 2006 Michigan Building Code Chapter 11, ANSI 117.1-2003 or
ADAAG:
• Replace interior signage throughout with proper signage (many locations have existing signage
that may be brought into compliance by relocating it and only adding additional Braille signage).
See photo 34_014.
• Provide permanent directional signage throughout to help aide way-finding to the conference
rooms.
• In each of the four restrooms, men’s & women’s on both floors:
o Remove one toilet in each restroom in order to convert two existing stalls into one
barrier free stall. Existing side wall grab bars may be reused, but new grab bars
for the back wall are needed. New partition door hardware must be operable with a
closed fist. See photo 34_010.
o Provide a power assist door operator at the door adjacent to the corridor.
• Provide signage at all non-accessible restrooms that identifies where the nearest
accessible restroom is located. See photo 34_008.
• Re-stripe the barrier free parking spaces and aisles.
• Replace handrails at exterior ramp leading to the barrier free entrance. Ramp is located in the
rear of the building. See photo 34_006.
• At the interior set of doors off of the vestibule leading into the Secretary of State:
o Recalibrate power assist door controls. See photo 34_016.
o Rework the threshold.
• Provide a power assist door operator at the inside set of doors at the vestibule for the rear
barrier free entrance. See photo 34_004.
• Provide an accessible height counter at the Department of Treasury counter (1st Floor).
Accessibility items not specifically related to 2006 Michigan Building Code Chapter 11, ANSI 117.1-2003
or ADAAG:
• Provide signage to identify the barrier free entrance from the street.

• Provide signage on the vending machines to indicate that assistance is available for the controls
that are above 48”.
• Provide contrasting stripe on the leading edge on the sets of stairs that are located in two
