This is the distardly deed done in many states. It is correct that the Help 
America Vote Act itself applies to only federal elections though many states 
do incorporate it nominally in state voting rights laws. However, the 
Americans with disabilities Act of 1990 and Section 504 of the 
Rehabilitation Act have gone nowhere and do apply to all activities of state 
and local government.

But, for too long these fundamental civil rights laws have been ignored.

Regardless, they are still on the books; still apply and we should seek to 
have them enforced with rigor.
