Indeed, informed choice is the law and available to those lucky enough to
know about it before meeting with a BS4BP counselor to write an individual
plan for rehabilitation toward employment.  But then, a BS4BP client's SSI
and SSDI benefits are also not to be part of funding an individual
rehabilitation plan under the law, but that is not followed either.  And
speaking of an individual rehabilitation plan, Mr. Rodgers training center
neighborhood desires to turn an individual plan into a 9-week individual
training program.  And not least of the federal rehabilitation law
provisions that are not followed is that a BS4BP client should receive
materials in a usable format, by choice of the client, not the BS4BP choice.

Yes, there is now and always has been "informed choice". At least that is 
the law. Application and practice are not  the same thing sadly.
