Well the first thing he did was to lie about the wait time when Boone left. It was 4 to 12 weeks! Just for the record that is a maximum of 3 months and a minimum of 1 month.

It seems to me that a combination of denial of service to some clients and greatly reduced program times would have to be used in order to pull this off.  Rehabilitation of the blind in our State has now been reduced to a commodity.  Shame shame!
