So, if I have this correct, there would be no requirement for being
certified or certification-eligible, if outside the state agency, such as a
contractor?

Only if we are part of the Designated State Unit.  
Take a look at the contractors here in Michigan, or in any state, and the
rules of CSPD (The Comprehensive System of Personnel Development) do not
apply to them.
