My my, Fred's becoming a feisty man in his older years on the earth.  Well, you have to call it what it is and it sounds like the tale is being told to me.  The original message has the federal law and everything citation so it sound to me like Mr. Rogers and his cronies are trying to get out of something that they were told to do after a monitoring audit.
