I normally agree with you Terry, and really do in theory. But, the higher up 
in the food chain this organization is the more corrupt and incompetent they 
are in this disorganization against the blind.

The only two exceptions to this, on the area supervisor and assistent 
supervisor levels I've experienced were Berni Kramer who did really care, 
and Sherry Gordon. Now, Sherry was dead on wrong and I told her so about the 
maintenance issue. That said she was an excellent counselor in practice even 
while an assistant area supervisor. She was punctional, accessible on every 
item of paper, and she too did really care about all blind folks. She was 
also a very good teacher of disability issues at Western. And we all know 
how much Bernie fought his guerrilla war to make the West region a sort last 
bastion of services for all consumers.


Now, these types along with our own beloved Christine of course, where why 
the West side of the state were always better  tthan this side of the state.

Now, BSBP will be an equal opportunity offendor though the standards and 
indicators in the state plan do show  that BSBP is an absolute and utter 
failure to, especially the urban core minorities. The data in that regard 
shows remarkable consistency.


And it often goes to racial bias but not always by the agency. For, example 
the two parents at the last BSBP meeting showed some distinct regional bias 
in their stories about their relations with BSBP. While both werecritical 
the one on the West side did get somewhat better services.

The one on the East side got "No" every step of the way.

And where, does this come from in part? The regional leadership and, of 
course allocations of resources.

To make matters worse we all know of the conflicts of interests where Gwen 
McNeal helps feed the Section 14 C certificate holders like New Horizons and 
JVS that are so rightfully despised and refers to the other Kandu story and 
our battles against the likes of Goodwill.

In fact in the East Side of the state BSBP has a plantation model feeding 
the beast over and over again.
