Presuming the poor practice is Bureau-wide, as evidenced by the BEP audit
findings and conclusions, the answer lies in the fact that the data systems
in place simply are not used to any degree of their potential for providing
data, which if it was utilized, could easily and with no doubt, create and
deliver and make available the information requested, with a few keyword
search key strokes, and without exhaustive labor intense search of numerous
hours charged.  However, why would the Bureau want an efficient data
reporting system?  It would be to easy to discover, uncover, and reveal the
corruption and misappropriation and misuse of rehabilitation funds.  It
would effectively and efficiently track and report the funds expended to
date, so millions were not carried over while consumers are told there are
no funds available for services.  

I find it outrageous that back in the days when expenditures were tracked
manually with pen and paper, that it was known fairly well how much money
had been encumbered and spent at any given point within a fiscal year, and
known what was left to be spent.  Now we have multi-million electronic
computing systems, and we end up with millions unspent, while consumers go
unserved!  Something smells rotten about this environment!  Don't you think?

Have you found this to be your experience? And if they've fixed all the
holes in System 7 why can't they produce data at the ready without the
extortionate charges under so-called FOIA?

Evaluation of Goal 4 - Technology

BSBP continues to explore and provide current technology for staff and
consumers. BSBP's web based case management system (System 7) provides staff
with valuable data that enables them to effectively manage their case loads
which allows them to provide timely services to its consumers. BSBP has a
Technology Committee that provides the agency with updated information
regarding new equipment and devices that are being developed that could be
of assistance to the staff in carrying out their responsibilities and
assisting consumers in obtaining their goals. The Technology Committee
provides additional services to the agency through the development of a
process to evaluate and recommend qualified access technology vendors who
provide training and instruction to BSBP consumers. Through this process,
vendors are categorized as to their expertise in various areas. As a result,
a number of access technology vendors have been identified as approved
providers of technology services and added to BSBP's website.
