franchise inside the state Capitol, though some of the Canadian company's products could be sold in a canteen there operated by the state agency that serves

blind people, an official with the Legislature said today. The official, who spoke on condition of anonymity because he is not authorized to talk about

the negotiations, said talks are under way for a possible partnership between Michigan's Bureau of Services for Blind Persons and Tim Hortons to operate

the cafeteria in the House Office Building across the street from the Capitol. If it goes ahead, the project would be a training opportunity for blind

people to learn food services. If Tim Hortons becomes a partner in the House Office Building cafeteria, some Tim Hortons products, along with Michigan

State University dairy products, could be sold in the canteen on the ground floor of the Capitol, the official said. Jason Moon, a spokesman for the Department

of Licensing and Regulatory Affairs, which includes the Bureau of Services for Blind Persons, declined comment. Both the House Office Building cafeteria

and the Capitol canteen are reserved for blind operators under state law. The cafeteria closed more than two years ago, and the canteen also recently closed.

Some lawmakers have expressed concerns about the plan, including whether a Canadian coffee and bake shop company is in line with the Pure Michigan image

expected at the Capitol.
