And didn't at very least BSBP and LARA violate the competitive bid laws 
regarding such thins, let alone PA 260 and the Rehab Act?

Biggby Coffee Not Asked About Capitol Building Deal

LANSING, Mich. (WLNS) - Biggby Coffee's CEO and Founder Bob Fish issued a 
statement Sunday night urging Michigan residents to get the attention of 
Michigan's lawmakers. He says Biggby was not asked to set up shop inside 
Michigan's Capitol building and he wants the opportunity.
The statement talks about Pure Michigan and Biggby being a Michigan-born 
company. Biggby Coffee is asking their customers to talk to Michigan's 
Senators, House Represenatives and the Governor, asking for a chance the 
move into the Capitol.
"To all Michigan residents, a Tim Horton's café is planned to be put into 
your Michigan State Capitol Building as we speak. I find this frustrating, 
maddening, and disappointing. BIGGBY was never contacted to participate," 
said Fish.
Biggby fans are already responding to the statement by contacting the state 
of Michigan online, including email, Facebook and Twitter.
Fish added that he is not anti-Canadian, but that there is a Michigan 
alternative. He also says the tax dollars Michigan residents pay will be 
competing against a Michigan Company and that "the money earned in this 
State by BIGGBY stays in the State, unlike a foreign company."
On Monday Fish said, "I have been told by someone who works at the 
Commission for the Blind that the State is railroading the blind out. The 
person who had the kiosk in the Capitol was terminated to make room for this 
"deal."
The training is taking place in Canada right now, according to Fish. He says 
no decisions have been made yet and this is only a training opportunity.
