Yes, Marcus. Here is an administrative law judge who thinks it's just peachy 
to change the rules without due process. This is precisely why they got rid 
of the MCB Board with all of its powers and authorities. They just make it 
up as they go along, and that is precisely what is so extra legal and 
hidious about these so-called officers of the law.

Oh and currently with the franchise thing and not having the Anderson 
Building up for bid is violating not only the promulgated rules, but also PA 
260 itself and at its core.
