Of course most folks who are interested in viewing their state's VR state plan are able to get it right from their own state's VR agency. And they do not need to file a freedom of information request in order to do so!
Just an FYI.

Based on this review, RSA has determined that the content of the plan satisfies the requirements of Section 101(a) of the act and the State Plan is approved. However, RSA has not approved the manner in which BSBP implements and carries out any of the activities described in its fiscal year (FY) 2013 State Plan through this process. In accordance with the approval of the State Plan materials, RSA is making available to Michigan its FY 2013 Title I, Part B, and Title VI, Part B, grant awards.

Individuals, who wish to read the State Plan at that time, may visit http://rsa.ed.gov, select the appropriate state, search for "VR State Plan" and select "View the VR State Plan."
