Yup, its right in the Title I regs, very plain. But, I was denied access to 
it under FOIA slights of hands because its a hush hush item....

Of course most folks who are interested in viewing their state's VR state 
plan are able to get it right from their own state's VR agency.  And they do 
not need to file a freedom of information request in order to do so!
