Dear Ms. Ellis,

What civil rights does your office give anyone who is disabled here?

Now I ask you some simple questions ok:

1. Where is your notice of rights in multiple formats and in accordance with effective civil rights laws (ADA and Section 504)?
2. I wish to have your complete State of Michigan effective communications policy as required for all people with all disabilities including those who are blind (re: ADA, Title II subpart E, effective communications); this policy should denote the thousands of violations of effective communications policies on State of Michigan web sites which are documented, continue to this day and the scheduling of "barrier removal"


3. I want to know the actual ADA/504 "responsible designee for each and every department of State of Michigan government.
4. I wish to see the entire State of Michigan required "ADA Transition Plan" which includes physical barrier removal and the physical barriers actually removed in accessible format, including all requirements in all facilities for raised character and Braille signage.

Note, these are "program access issues" and identified barriers were to have been removed by no later than January 26, 1992. If the barriers exist to this day, of which they do then you and the State of Michigan have violated the rights of millions of Michiganders, with deliberate indifference for more than two decades!

5. I want your policies once again for remitting all information to all blind people in all aspects of state government in a timely, and accessible manner, without surcharge and in accordance with again this/these civil rights laws and that includes, Ms. Ellis the known, and documented violations of the Bureau of Services to Persons  who are Blind and, indeed the violations against my person to myself by this agency on multiple occasions as well as from your person acting in official capacity as well as other state actors in receipt of federal funds for the express purpose of affording me the civil rights you, indeed perniciously and consciously violate over and over again.
