The entity is required to give anything in writing they give to others in 
your most accessable format.

If the City of Hillsdale runs this then it is a public entity under the law 
and is required to cover all requirements of the ADA and Section 504 in its 
operations.

Moreover, the entity that is low income housing is a recipient of federal 
and HUD funds which makes it required to follow both Section 504 and the 
Fair Housing Act.

Now, this is important: If they don't notify other renters in any format 
then you likely don't have a cause of action on this particular issue alone. 
However, there might and likely are other issues.

I still need more details to advise you, but while we get little enforcement 
on ADA and 504 issues there is a lot of enforcement on Fair Housing Act 
discrimination going on nowadays mostly because under the Fair Housing Act 
there are monetary penaltis.
