Fred, unfortunately, the problem is the lack of any compentent, dedicated
leadership at the top of the agencies and the administration. Not to
mention the fuel of federal ATM raiding that is powering the bus.

Fortunately, or unfortunately, We have hundreds of people employed in this
effort. They work for MRS and BS4BP. They probably have a budget of a
hundred million dollars and employ close to 300 people.
What in the world! This is truly amazing, yet ordinary people with
disabilities, particularly blind people with skills, desire and need go
unemployed for years. We are simply an ATM for state government. Now it
appears that this is so successful that they are broadening the approach to
include ethnic minorities.
