For once Joe's reaction is an understatement. The SPIL doesn't distinguish between CIL, service providers, IL programs  or DSU and DSE are used interchangeably  It gives extraordinary authority to the state. The goals are stated to benefit agencies/entities and not people. Standards and indicators are not specified. 


We can not allow this SPIL to govern our Centers. Read and convene to discuss specifics ASAP.
