Lansing: "This Constitution may be amended at any regular meeting of this organization by an affirmative vote of two-thirds of the active members present and voting, provided the proposed amendment has been submitted in writing and read at a previous business session and provided it is in compliance with the provisions of the Charter of Affiliation received by the state affiliate from the National Federation of the Blind and with the policies of the National Federation of the Blind of Michigan and the National Federation of the Blind."
Detroit: "This Constitution may be amended at any regular business meeting of this organization by an affirmative two-thirds majority vote of the members present and voting at two consecutive business meetings provided that the proposed amendment(s) has been submitted in writing and read at a previous business meeting.  Article II and Article IX shall not be amended."
Wayne County:  "This constitution may be amended at any regular business meeting of this organization by an affirmative two-thirds majority vote of the members present and voting at two consecutive business meetings, provided that the promised amendments have been submitted in writing and read at a previous business meeting. (ARTICLE II and ARTICLE VIII shall not be amended)."
And now, if you are still with me, here is the state constitution as amended in 2015.
"ARTICLE XV AMENDMENTS
This Constitution may be amended at any regular meeting of this organization by an affirmative vote of two-thirds of the active members present and voting, provided the proposed amendment has been submitted in writing and read at a previous business session and provided it is in compliance with the provisions of the Charter of Affiliation received from the National Federation of the Blind and with the policies of the National Federation of the Blind."

So it is my humble opinion that although a little differently they all say the same thing.  Elizabeth is right.  I think the confusion starts when recommended changes are added and the constitutions get read in their entirety at subsequent meetings because of those changes.  If anyone happens to wonder what articles can't be changed they are purpose and affiliation. 
Anyway, I hope that answers the question.  Although cutting and pasting can be fun I think I had better get a life and say that's all for now.

I thought the Constitution had to be read twice before approvals.  Is this not correct?  I read it once earlier this year at a board meeting. Martha Moore, MPA, DTMEmbrace Today and be a Change Agent

Sorry, I believe I could not find your email when I sent out something to the rest of the NFB of Michigan board. There is no need to read the constitution for the guide dog division. It simply needs to be approved.
