[Nfbmo] Springfield chapter elections and NFBMO website

hi,

i thought the st. louis site was in line to be converted to the template or 
php.
offer suggestions as what to have on the site or strip it down and direct 
people to the state site as there seems to be no interest in 
maintaining/updating the site.
