[Nfbmo] Springfield chapter elections and NFBMO website

There is a nfbmo-stl site on the nfbnet.org server.  However, it 
looks like the domain registration has expired, and the site hasn't 
been updated in over 3 years.  Unless somebody tells me otherwise, I 
think I should delete it from here.
