[Nfbmo] Economist article on quiet cars

Interesting that the British magazine, The Economist, that advocates sound 
generators to make electric and hybrid cars safer. It does not refer to the 
NFB or our Pedestrian Safety Enhancement Act, but it does espouse our 
position on quiet cars and outlines some of the work being done to make 
those cars safer.
