Hello Friends,

The new Special Standing Committee on Disability Issues will be holding a
hearing tomorrow (Wednesday) on the Parental Rights of Disabled Parents

A hearing will be held on HB 555 (Rep. Grisamore) and HB 604 (Rep. Long)
which are identical bills. These are the bills that clarify that the
disability of a parent cannot be the basis for removing a child from the
parent's custody or removal of parental rights. The bill was prompted by
the situation in Independence, Missouri last year where a newborn was
temporarily removed from the custody of two parents who were blind. In such
cases involving termination of parental rights, the court must consider that
there may be available accommodations, assistive technology or support
services that can mitigate any functional limitations or the parents.

The hearings will be at 2:00 pm in House Hearing Room 7. If unable to
attend the hearing, individual may also submit written testimony to the
Committee Chair, Rep. Jeff Grisimore at
<mailto:Jeff.Grisamore at house.mo.gov> Jeff.Grisamore at house.mo.gov

It is likely that a vote will be taken after the hearing. I am including a
listing of Committee members here. We will have some folks present to
testify at the hearing but sometimes calls and email messages from
constituents back home makes a huge difference.

Thanks,

Shelia Wright On Behalf of Brian Wekamp
