SB 854 was not taken back up by the House. It died!
So, it looks hopeful that no premiums will be charged nor income limits be 
imposed.
It seems that Rep. Silvey himself realized they needed enabling legislation 
to implement the premium and Income limits that did not pass, Therefore they 
will not be imposed.
But,  we have learned nothing in this whole thing is absolute.
