The question I have is:  If the  Governor vetoes the budget, the 
legislators will have to come back later this  year to take the issues up.  If so, 
could this grisly ghost rise again  before next year?

to implement  the premium and Income limits that did not pass, Therefore 
will not  be imposed.
But,  we have learned nothing in this whole thing is  absolute.
