[Nfbmo] Mail In Word and PDF State Convention Registration Forms

I'm with Gene - it is very strange for an organization that promotes  
independence would provide a document that has to be filled out with sighted  
help.  I understand that providing an on-line form to capture the  registration 
but it isn't difficult to download a file, fill it in  electronically and 
send it on via snailmail.

      I suggest the no-edit lock be removed from  the downloadable file.

The state convention  mail in Word/PDF registration forms are to be 
downloaded printed and  filled out with a blue or black ink pen and mailed 
in. Theses forms are  write protected and are not designed to be filled 
using 
a computer. This  was done so mail in registration forms are kept shorts 
and 
clean so Carol  can process them quickly. The online registration site is 
still under  construction and will be up soon.
