Thank you for your email regarding HB 1278.  This bill is currently pending 
in the House Elections Committee.  It looks doubtful that HB 1278 will be 
considered this year.

SB 623 is currently on the Senate Calendar for Senate Bills for Third 
Reading.  If this bill comes before the House for consideration, I will not 
support SB 623.  However, if this bill passes, there are provisions within 
SB 623 that would take care of your concerns.  This bill would not be in 
conflict with the Federal Help America Vote Act (HAVA).  There is a ballot 
marking devise and it would be accessible.
