[Nfbmo] Draft Agenda

It is a setting within the copy of Word on each individual's computer. 
It doesn't matter how the creator set it. It is meant to protect people 
when downloading documents from the web.Our work computers have this 
enabled, and you need to use the Jaws cursor and navigate to the button 
called enable editing. If it is a personal computer, you can do a google 
search and figure out how to disable it from within Word.
