Subject: [Modisabilaw] Primaries Bring Attention to Accessible Voting
Equipment
Accessible Equipment for Voters with Disabilities
This week's primaries brought some media attention to the important issue of
accessible voting equipment. The timing also lined up with last week's
Missouri Senate hearing on SB1068
<http://www.senate.mo.gov/16info/BTS_Web/Bill.aspx?SessionType=R&BillID=2820
5319> , Senator Holsman's bill requiring accessible voting equipment for all
elections.
While most media attention is focused on access for persons who are blind,
the equipment also provides accessible options for folks with other
functional limitations. Easy-to-use controls and those that provide switch
access can help persons with limited mobility. Audio output and screen
enlarging can help those with cognitive disabilities, reading disabilities,
or low vision to cast their ballots independently and privately as required
by federal law.
The Help America Vote Act requires at least one accessible voting machine at
each polling place for all federal elections (President, U.S. Senator, U.S.
Rep, etc.). Senator Holsman's bill would also require their use at each
polling place for all statewide elections, elections for the state
legislature or local elections. Any voter would be able to use the
accessible voting machines. A similar bill on the House side is Rep.
English's HB1379
<http://www.house.mo.gov/billsummary.aspx?bill=HB1379&year=2016&code=R> ,
but it has not been granted a hearing by the House Elections Committee.
