MORX still exist if you have MO Healthnet.  MoRX stopped paying on June 30 if you had Medicare part D but did not have Mo healthnet coverage also.

I think Roger is probably right as nothing has changed in basic
MoHealthNet or Blind Health Care. We had an identical issue with my
brother's coverage where paid $106 to much. What happened in his case
is that they billed the Part D provider but forgot to bill the state.
So, it took us 3 weeks to get a refund from the pharmacy.
