Subject: Phasing Out Section 14(c)

 

Dear members of the committee:

 

Real work deserves real pay, whether one is disabled or not. The agencies
taking advantage of section 14 (c) of the Fair Labor Standards Act claim
that some of the people they employ are not productive enough to earn
minimum wage. This is precisely the reason that they receive preferential
treatment in government contracts. It is precisely why they are tax-exempt
organizations. It is why they engage in charitable drives to raise money.
All of these advantages should and are intended to compensate for some of
the workforce which may not meet the traditional output standards of
industrial facilities. Agencies that are just getting by don't pay the kind
of salaries that those who head sheltered workshops are paid. Let's make
sure that the people who need help are the ones who are getting it. Getting
paid at least the minimum wage should apply to every worker in this country.
