[NFBMO] Rittgers application now on-line

Thanks to Randy Carmack for putting the Rittgers Stipend application
on-line! Anyone needing to apply for state assistance for state convention
can see both the guidelines and fill out the application. When you submit
the application it will be instantly distributed to All of the members of
the committee.
