[NFBMO] Reopening an RSB Case

Hello all. I have been working in a part time job for 10 years, where the hours have been dwindling lately, to about 8 a week. What is the process for getting an RSB case reopened? Does it have to be a long, drawn out process? I have found a program that would give me the training I need to find a better job, that I will definitely need financial help with, but I only have a little less than a month to get into it. I'm hoping maybe some of you who have been here before, may have some tips on how I can expedite the process, if it is at all possible? Thanks.
