The Blind Pension office followed with further information as follows:
When certified mail resumes all Blind Pension notices will be sent by certified
mail that includes such items as Application forms, Requests for Information,
Adverse Action Notices, Annual Reviews, Eye doctor appointments, and
closing/rejection letters.
HOWEVER, those of you receiving Supplemental Aid to the Blind will NOT receive
any of your notices by certified mail as that was not mandated in the legislation.
This one way you can tell which program that you are receiving benefits under.

Subject: [NFBMO] URGENT! Blind Pension Changes
Importance: High
The Blind Pension office has notified me today that Certified Mailings will resume
within the next 30-45 days for all Blind Pension reviews, applications and other
documents. Certified Mail was suspended by executive order due to the public
health emergency because of Covid. With the end of the emergency FSD has been
ordered to resume the mailings by certified mail as soon as humanly possible.
There is a possibility, slight though it may be, that they will not have to send
Supplemental Aid to the Blind information by certified mail. Certified mail could
resume as soon as November for reviews and other notices. I will be sent a list
of forms that are requiring to be sent certified once FSD knows which forms that
they are forced to send that way.
So keep alert once again when your review time comes up for certified mail.
Your humble BP guy,
Gene Coulter
