I apologize for the delay in getting back to you. Regarding your question
about disabled people being able to provide public comment on March 6 if they
cannot travel to Helena, yes, there is certainly a way we can arrange for
people to still provide their public comment.  Comment may be offered in
writing at any time and will be forwarded to the full committee.  So, either
before the meeting or after the meeting, anyone who would like may send me an
email or letter with their comments and I will ensure it gets to the full
committee and entered into the record for the meeting. sscurr at mt.gov

 

Also, yes, the meeting will be live streamed on the internet, but no, there
is no online chat or way to post public comments online during the meeting.

After the meeting, the video recording is archived for anyone to listen to
the meeting after the face.  This video recording will be posted to the SAVA

To have comments by phone or video conference during a committee meeting, we
have to make special arrangements.  Speakers who want to comment by phone or
video conference would actually need to be listed on the agenda as an invited
speaker.  (This is the by rules adopted by the Legislative Council.) In other
words, if a person or even two or three people want to comment during the
meeting and cannot offer their comments in person during public comment, we
have to list them on the agenda as an invited speaker or "panel" and then we
could conference the speakers in for the meeting.  If you are interested in
something like this for your folks, please let me know and I'll take the next
steps to get this arranged. Please feel free to email or call me at
406-4440-3596 anytime.  However, I would need our committee chairwoman's
permission to adjust the March 6 agenda accordingly.  Also, we could do this
for our May 16 meeting as a follow-up to the March 6 meeting.  This would
allow your folks more time to prepare their comments and then we would also
have more time to plan the agenda item. 

 

So there are options.  The committee is very interested in your comments.
So, please let me know how best we can accommodate you and what other
questions you have.

Hi, Casey.

 

Thank you for making me aware of this.

 

We would all like to be there.  Of course, since we don't drive, our main
concern is transportation.

 

For those of us who are not able to arrange transportation, is there another
way for us to communicate our thoughts and concerns to the committee?  

 

Each of us appreciates being able to vote independently and privately, and we
have all appreciated the use of the AutoMark voting machines.  We know,
however, that they are getting older and are difficult to repair.  We are
also concerned about the integrity of our voting system.  With technology
ever changing, there are some states that are investigating the possibility
of voting online for people with disabilities or who are otherwise unable to
get to the polling places.  I like to vote absentee because I can get it done
without having to go to the crowded polling location.  The people know me
there, and there are two machines there, one of which usually works, and if
it doesn't, there's always someone right there to fix it.  I wish the
committee to know how important it is for us to be able to cast our ballots
independently and privately.  That is a right that others may take for
granted, but I have only had it available to me in the past fifteen or twenty
years.  That is a big deal.

 

Will this hearing be streamed?  Will questions or comments be able to be
posted online?

 

I am so new to this, I hardly know what to ask.  But I do want our voices to
be heard loud and clear.

Currently, the Montana Legislature is evaluating voting systems for use by
voters with disabilities. Sheri Scurr, Research Analyst for the Montana
Legislative Services Division, should be reaching out to your organization
very soon to invite and encourage your participation in an upcoming committee
hearing of the State Administration and Veteran's Affairs Committee on March
6th in Helena.

 

I have given Ms. Scurr your email address and copied her on this message so
that she may provide your organization with more detailed information about
the meeting. We are hopeful that you and the members of the National
Federation of the Blind of Montana can attend in order to provide input to
the committee as they consider recommendations on voting systems for use by
