Wanda, I am going to try to express my opinion in the most respectful way
possible.  No, there is nothing in the constitution stipulating my opinion,
and there doesn't need to be since it's just an opinion.  However, this
organization has policies and a structure that we should be following when
administering funds.  Right now, the way people are chosen to attend
conventions is not done democratically.  We did not have an organized vote
on this issue in June due to the circumstances of the meeting, and so I
believe the president simply approved the folks asking for assistance.  I
apologize if you take it personal, but I am not putting forth effort in
this chapter to send the same people to convention every year.  We talk
about build the federation, so let's build it by encouraging, new, members
to step up and apply for assistance.  We have an established program for
convention assistance at the state level, and I am calling for us to
contribute to that instead.

If you want to raise money for yourself to go to conventions, by all means
please do so.  I use my own money every year to go to convention, so I have
no problem with folks doing this at all.  Get the money any way you need
to, but this chapter does not exist to raise money to send the same people
every year.

Furthermore, I don't know anything about the money that was left behind -
that was way before my time.  If the stipulation for that money was meant
to send the same folks to events each year, then that was the wish of the
donor and it should be honored.  We're about to the end of that money
though.  On another note, I can't imagine how you folks blew through 100
grand in this amount of time, but again that was before me so I'm not
concerned with it.
