Sorry for the delay; I was in moose camp away from technology.
The confusion is with the different elections. The state holds its
elections the same time as the federal elections; thus accessible voting
machines are available at every polling place as required by federal law.
Municipalities (cities, boroughs, etc.) are not mandated to follow suit;
therefore, the voting machines were NOT available for municipal elections in
the Fairbanks area. Since the state replaced all election equipment, the
Fairbanks North Star Borough Clerk went to bat for us needing the accessible
voting machines which caused the Borough, City of Fairbanks, and City of
North Pole to each buy one of the same machines the State did to allow
everyone the opportunity to have a secret ballot starting this year although
not at every polling location.
I hope this clears up the confusion. The announcement I forwarded only
affects municipal elections in the Fairbanks North Star Borough. Homer area
municipal elections also have the accessible voting machines, but I am not
aware of any other municipality in Alaska having access to accessible voting
machines.

convention on Friday evening in 2019. Do you remember trying it out then?

That does sound like a problem.
The voting machine I used at City Hall for the primary was a touch screen;
different from voting machines I used before.

Hi Rick,
I don't really understand since for federal elections, according to HAVA
(Help America Vote Act), accessible voting should be provided for both state
and federal elections. I have been told that Alaska hasn't ever considered
that state elections accessibility is required. I believe some investigating
is in order. She definitely says that the machines won't be available on
election day and for me, that is a problem.

Each municipality bought one, so they would be available. The state/federal
elections have them at all locations, but only 2-3 get used. It isn't
perfect, but it is BETTER! I have to go somewhere to vote, so I'm willing
to go a few (12?) blocks away to have a secret ballot; however, this year
I'm likely to vote early like I did for the primary, so I personally
wouldn't be voting at my polling place anyway.

The Borough Clerk's Office is pleased to announce the availability of
accessible voting machines during Early Voting and Absentee In-Person Voting
for the October 6, 2020 Municipal Election for the Fairbanks North Star
Borough, City of Fairbanks and City of North Pole. Locations, dates and
times are included in the attached poster.
I respectfully request your assistance in helping our office inform the
accessible voting community in the Fairbanks North Star Borough. Please
fill free to forward this email and attachment to any groups or individuals,
and post to any community bulletin boards.
Please Note: These machines will not be available at the Polling Place
locations on election day.
Voters may also request an absentee ballot by mail, facsimile or email by
completing the attached absentee ballot application. Submission deadlines
