P R O C L A M A T I O N

Proclaiming the month of October 2021 as Disability Employment Awareness
Month in Cuyahoga County: "America's Recovery: Powered by Inclusion"

WHEREAS, the annual observance of National Disability Employment Awareness
Month is designed to recognize the contributions of workers with
disabilities.  The effort to educate the American public about issues
related to disability and employment began in 1945, when Congress enacted a
law declaring the first week of October each year "National Employ the
Physically Handicapped Week".

WHEREAS, in 1962, the word "physically" was removed to acknowledge the
employment needs and contributions of individuals with all types of
disabilities.  In 1988, Congress expanded the week to a month and changed
the name to "National Disability Employment Awareness Month".

            WHEREAS, this is the nation's 76th observance of NDEAM, which is
administered by the Department's Office of Disability Employment Policy.
This year is also marks the commemoration of the 30th anniversary of the
Americans with Disabilities Act (ADA)

WHEREAS, this observance presents us with the opportunity to increase the
public's awareness of the contributions and skills of American workers with
disabilities.  Programs carried out during this month will also highlight
the specific barriers that still need to be addressed and removed.

WHEREAS, the 2021 observance theme is "America's Recovery: Powered by
Inclusion," and builds on the founding fathers' philosophy that the new
nation sees every human being having inherent worth bestowed upon them by
the Creator, and that equality is a fundamental right.

            WHEREAS, Americans with disabilities strengthen our country's
workforce.  By enhancing the workplace environment for people with
disabilities, employers can help provide access to jobs that allow these
individuals to demonstrate their potential and realize their dreams.

NOW THEREFORE BE IT RESOLVED that the Council of Cuyahoga County, Ohio,
hereby proclaims the month of October 2021 as Disability Employment
Awareness Month in Cuyahoga County: "America's Recovery: Powered by
Inclusion"

BE IT FURTHER RESOLVED that the Council of Cuyahoga County hereby recognizes
that Americans with disabilities are an underutilized reservoir of ambition,
talent and skill ready to make great contributions to the workplace.

BE IT FURTHER RESOLVED that the Clerk of the Council be, and she is, hereby
instructed to transmit a copy of this resolution to Jesse Drucker, Chief
Talent Officer.

WHEREAS, October 2021 marks the 76th anniversary of National Disability
Employment Awareness Month; and

WHEREAS, The purpose of National Disability Employment Awareness Month is to
educate about disability employment issues and celebrate the many and varied
contributions of America's workers with disabilities; and

WHEREAS, The history of National Disability Employment Awareness Month

the Council of Cuyahoga County, Ohio, commitment to an inclusive community
that increases access and opportunities to all, including individuals with
disabilities.

Therefore, be it RESOLVED, That the Council of Cuyahoga County, Ohio,
recognize and commemorate the 76th anniversary of National Disability
Employment Awareness Month; and be it further

RESOLVED, That the Council of Cuyahoga County, Ohio, call upon employers,
schools, and other community organizations in County, Ohio, to observe
October with appropriate programs and activities, and to advance its
important message that people with disabilities add value and talent to our
workplaces and communities; and be it further

RESOLVED, That the Council of Cuyahoga County, Ohio, pledge to continue to
take steps throughout the year to recruit, hire, retain, and advance
individuals with disabilities and work to pursue the goals of opportunity,
full participation, economic self-sufficiency, and independent living for
people with disabilities.
