National Federation of the Blind Oklahoma

44th Annual State Convention

April 12 - 15, 2018

The National Federation of the Blind knows that blindness is not the
characteristic that defines you or your future. Every day we raise the
expectations of blind people, because low expectations create obstacles
between blind people and our dreams.  You can live the life you want;
blindness is not what holds you back.

The NFB of Oklahoma is proud to welcome Carla McQuillin as our national
representative this year. Carla is the president of the National Federation
of the Blind of Oregon and serves on the Board of Directors of the National
Federation of the Blind.

Carla was born and raised in Southern California in the early 60's, the
youngest of 4 children. In the summer before fifth grade, Carla lost a great
deal of vision but did not notice it until she started school in the fall
and was unable to read the chalkboard from the front row.

Because of her remaining peripheral vision, Carla did not "look blind", so
she was not taught Braille or any other alternative techniques of blindness.
She had very little experience with blind people. The only blind person she
knew was her brother, and he was forever using his blindness as an excuse
for standing on the sidelines. Carla knew that this was not the life she
wanted and was determined to do everything in her power to convince the
world that she was not blind.

After high school Carla went to Humboldt State University in Northern
California. There she met her husband Lucas. They were married in the summer
of 1981 and moved to San Diego for Lucas's master's degree program. Though
Carla had not completed her bachelor's degree, she was more than happy to
put her college career on hold and work to support the couple. Her one year
of college had not been very successful. Without the ability to read Braille
and eyesight too poor to read print, Carla, who had been an A student in
high school, saw her grades drop.

She got a job as a Montessori Preschool teacher in San Diego while Lucas
completed his master's degree. Their daughter Alison was born in 1983. In
1985 the family moved to Illinois. Lucas enrolled in a doctoral program at
the University of Illinois, and Carla decided to complete her bachelor's
degree. With Lucas' encouragement, Carla asked for accessible textbooks and
decided to learn Braille. The staff at the university's disabled student's
services office told her how difficult Braille would be to learn and how
inefficient it would be. Discouraged and defeated, Carla wondered if there
was any hope for her future. Fortunately she learned of a scholarship
program through the National Federation of the Blind. She won a scholarship
from the organization's Illinois affiliate in 1988. The state convention
changed her life. Her negative attitudes about blindness and about her own
potential to be a successful professional were replaced by confidence and
self-assurance that remain a hallmark of her character today.

After both graduating with High Distinction from the University of Illinois
in 1988, the McQuillans completed their family with the birth of their son
Duncan. They moved to Oregon to be near Carla's family. Carla started her
own Montessori preschool, which later expanded to include 3 schools and a
Montessori Teacher Certification Program. Carla served as President of the
National Federation of the Blind of Oregon from 1992 until 2006, when her
business responsibilities became too demanding. She also served on the NFB's
national board of directors from 1998 until resigning from that position as
well in 2006. She was re-elected president of the Oregon affiliate in 2012
and still serves in that capacity. She is the director of NFB Camp, the
program that offers child care during the annual convention of the National
Federation of the Blind. Carla was again elected to the national board of
directors in 2016.

"I had such horrible misconceptions about blindness for most of my childhood
and early adult life," Carla says. "I thought I knew what blindness meant,
and I didn't want any part of it. The National Federation of the Blind
taught me that blindness was only as limiting as I allowed it to be. My
friends and colleagues in the movement have been more than ideal role
models; they have saved me from a life of regret and underachievement."

Please give a heartfelt Oklahoma welcome to Carla and Lucas McQuillan as
they join us for our annual convention.

We are also proud to welcome Dr. Cary, Supalo to our convention this year.
Dr. Supalo holds a Ph.D. in Chemistry from Purdue University, began the
company Independent Science which provides kits and other resources for
teachers to appropriately teach science to blind children and youth. He also
works for Educational Testing Services in making high stakes tests such as
the Graduate Record Exam(GRE) accessible to the blind so that their
knowledge is tested not their ability to take an inaccessible exam. Dr.
Supalo also happens to be blind.

A message from Jeannie :

I would like to thank each and every one of you for choosing to come to and
participate in this convention. I have come to think of our conventions more
as a working family reunion than as merely a convention. It is my hope that
you will come to know and love us as we want to come to know and love you.
The National Ffederation of the Blind knows that blindness is not the
characteristic that defines you or your future. Every day we raise the
expectations of blind people because low expectations create obstacles
between blind people and our dreams. You can live the life you want.
Blindness is not what holds you back. The leaders and members of the
National Federation of the Blind helped me to come to understand and believe
this deeply. We hope to be a part of your continued growth towards
independence, success and happiness as you explore living the life you want.

The National Federation of the Blind has brought hope, love and
determination to me as an individual, as a blind woman and as a leader. I
strive to continually learn and grow as a member, a leader and hope that you
will choose to do so with us as we do the same within the National
Federation of the Blind of Oklahoma and as members of the National
Federation of the Blind. There is little that we cannot accomplish together.

If I can be of assistance in your growth and development as a member or
answer questions that you may have, talk about ideas that you have in
growing and developing our affiliate, please feel free to call me. I look
forward to hearing from you.

Safe travels and warm regards,

Aira Site Access Network

FREE Aira Site Access at National Federation of the Blind Oklahoma 2018

The National Federation of the Blind has partnered with Aira to provide free
Aira site access to NFB members during our 2018 state convention. Aira
subscribers or Explorers can use the service at our convention for free
without having minutes deducted from their plan. It will automatically be
set up at our convention hotel.

Aira allows blind individuals to connect to a live agent through a mobile
app or wearable glasses to get real-time visual information or assistance.
Learn more about Aira and special pricing available for NFB members
<http://go.aira.io/nfb> on the Aira website.

How It Works

When Aira users enter the convention hotel, referred to as the site-access
location by Aira, their phones will receive a notification letting them know
that the space is part of the Aira Site Access Network. When they speak with
their agent, he or she will inform them that they are then covered by the
network and their minutes will not be charged.

GPS must be enabled for users to participate in site access and receive free
minutes. When they leave or enter convention areas that are covered by the
Site Access Network, they will be informed by the Aira agent.

Hotel Description

Doubletree @Warren Place, Tulsa Oklahoma

Hotel layout and points of interest

The Doubletree Hotel features a simple layout that consists of a long
hallway from east to west with a gentle curve to the north on the west end.
The NFB convention will use the lobby level, the floor just beneath the
lobby, and the sleeping section.

The Lobby

The lobby is located at the midpoint of the east to west hallway. The Main
entrance is located on the north side of the lobby. The front desk is
located to the west at 3 o'clock as you enter the hotel. A coffee shop is
located to the south southwest at 11 o'clock. An eastward hallway leading
to some escalators and to the hotel restaurants are at 9 o'clock. From the
Front Desk. The elevator Bank leading to the sleeping floor is located
across the hall to the south at 9 o'clock when facing the front desk. This
is the only elevator bank that serves the sleeping section. It also serves
the meeting rooms down below. Parkview East is our meeting room for General
Session. It is located across the hall directly in front of the elevator
bank once on the lower level.

Hotel Restaurants

The hotel has a restaurant, the Warren Duck Club, and a bar along with the
afore mentioned Starbuck's. Both the Warren Duck Club and the bar are
located to the east of the lobby at 9 o'clock as you stand with the main
entrance to your back. The bar sits along the north wall and the restaurant
sits to the southwest across the hall.

Meeting Rooms

This hotel has two sets of meeting rooms. There are a few meeting rooms on
the Lobby level near the lounge area. We will use the Denver room for our
Exhibit Hall and the Aspen room for the Student Seminar sessions. The
Denver room is located on the east side of a north south hallway that starts
across the hall from the hotel lounge. The Asspen room is immediately North
of the Denver Room in the same hallway.

The same hallway ends at a set of glass doors and elevators which can take
you to the Lower level meeting room area. It is recommended, however, that
NFB participants use the elevator by the front desk, as it is closer to
Parkview East. A set of escalators between the lobby and hotel restaurants
also provide access to the meeting rooms on the Lower level.

Hotel Spa and Fitness Center

The Doubletree Hotel features a fitness center and spa which are located at
the west end of the hallway below the lobby. These facilities can be
accessed using the escalators or the elevators closest to the front desk.
The hotel also provides a manicured walking trail for guests along the south
side of the hotel.

Additional Notes

Emergency exits: emergency exits from the sleeping floors are located along
the south side of the hallways closer to the west end.

Snacks and ice: each sleeping floor has a set of vending machines and an
icemaker which is located on the south side of the hallways just to the east
of the elevator bank. These are hard to hear as they are typically
stationed behind a closed door.

Complementary shuttle: the hotel offers guests a complimentary shuttle that
runs from about 7 AM to 10 PM. The shuttle will pick up and drop off guests
within a three-mile radius. This shuttle also transports guests to and from
transport stations such as Tulsa International Airport. It is a good idea
to provide flight information to the hotel ahead of time so they can more
easily find you. The shuttle seats about 10 people.

Surrounding points of interest: the Doubletree Hotel at Warren Place is
surrounded by restaurants, shopping, and entertainment within a 3-mile
radius. The Brookside shopping district is located along S. Peoria Ave. to
the west. 71st St. has restaurants of several types located south of the
hotel. There are a couple of restaurants within walking distance.

Have fun, explore and know there will be lots of Federationists there to
answer questions and encourage exploration! Happy Convention Everyone!!
