[NFBP-Talk] Expiring State Board of Vocational Rehabilitation Motions

Dear Stakeholders,
Due to additional federal vocational rehabilitation funding that went unused as a result of the COVID-19 pandemic, on June 2, 2022, the State Board of Vocational Rehabilitation passed a series of motions to temporarily increase OVR’s Financial Needs Test (FNT) and the maximum funding for post-secondary tuition (college and Business Trade Technical [BTT]) and that exempted the Expected Family Contribution (EFC) amount from the calculation formula. Over the past several years, OVR has been able to invest those funds in our program and on behalf of our customers. As a result, these temporary approvals will be allowed to expire on 6/30/2024.
The temporary FNT Test Income Allowance will revert from the temporary $100,000 and to the prior amount of $45,180.
The college increases along with the EFC exemption will expire and maximum funding for post-secondary tuition will return to previous rates, as calculated by formulas described in the OVR College and Other Post-Secondary Training policy.
The maximum funding for BTT programs that was less than one year will be calculated by the pro-rated formula, as outlined in the College and Other Post-Secondary Training policy.
 
For the college/BBT funding, the actual amount of financial assistance a customer will receive is based on a formula that includes the information provided from their school based on their Free Application for Student Aid Form (FAFSA) form. The Student Aid Index (previously known as Expected Family Contribution) will be used in these calculations. As a reminder, completing the FAFSA is a requirement to receive tuition assistance from PA OVR. Customers will be notified of these changes in the coming weeks as we work to collect FAFSA information from their schools.
